Job summary

Kelly Services is seeking an experienced IT Sourcing & RFP Specialist Sr contractor in Taylor, TX. This hybrid role requires coordinating end-to-end IT procurement activities, including software, SaaS, cloud, and managed services, with tight alignment to IT, legal, finance, and leadership.

The contractor will lead RFP processes, develop technical requirements, and deliver executive-ready vendor analyses and contract recommendations in a fast-paced environment.

Qualifications

• Minimum 5 years of hands-on procurement experience with IT sourcing and RFP management.
• Proven track record managing IT procurement portfolios of $20MM+ annually.
• Ability to operate independently in a fast-paced environment with minimal supervision.
• Strong communication across IT, legal, finance, operations, and executive leadership.
• Knowledge of IT licensing models and contract constructs (software, SaaS, cloud, managed services).

Responsibilities

• Lead end-to-end IT RFP/RFQ processes for complex procurements (software, SaaS, cloud, cybersecurity).
• Draft and negotiate SLAs, KPIs, and contract terms with legal and IT security teams.
• Coordinate cross-functional evaluation teams and present procurement recommendations.
• Manage day-to-day procurement activities and maintain contract databases.
• Provide timely procurement reporting to IT leadership and governance bodies.
