Job summary

Savan seeks a Senior Business Analyst to support the U.S. Department of Transportation (DOT) OCIO, focusing on IT governance, stakeholder engagement, requirements development, and process improvement.

The role requires strong federal IT governance experience with CPIC and PPBE knowledge, translating business needs into governance products; onsite five days a week at DOT Headquarters in Washington, DC.

Qualifications

Bachelor's degree in business, public administration, information systems, management, or related field.
10+ years of professional experience in business analysis, process improvement, or IT governance.
Experience supporting federal IT governance, governance boards, charters, policies, SOPs, and governance improvement initiatives.
Experience eliciting, analyzing, documenting, validating, and managing requirements including BRDs, functional reqs, user stories, and process flows.

Responsibilities

Support operation, maturity, and modernization of the DOT IT governance program across boards and forums.
Analyze and improve IT governance policies, structures, and processes across the DOT IT portfolio.
Draft and maintain governance documentation (charters, SOPs, templates, training materials).
Document current and future-state governance processes; perform gap analyses and recommendations.
Elicit and manage requirements for IT governance, portfolio management, and financial management tools.
