Job summary

Dallas County seeks a Strategic Business Analyst to partner with business units, translating business strategy into actionable requirements and reviewing end-to-end processes to identify operational, financial, and technological risks.

This role leads cross-functional teams, elicits requirements, documents use cases and future state proposals, and ensures alignment between user needs and technical capabilities.

Qualifications

• Bachelor's degree in Business, Information Systems or related field.
• Five years of job-related experience in business analysis or related areas.
• Certifications in Business Analysis, ITIL, or Project Management preferred.

Responsibilities

• Interfaces with IT staff to design new programs, processes and software.
• Lead requirements analysis, validation and verification activities.
• Elicit requirements via interviews, workshops, and documentation.
• Coordinate software development activities and test procedures.
• Develop process designs and improvements with data management focus.
• Produce project analysis documentation (requirements, use cases, UAT plans).
• Ensure alignment between user needs, funding, technical requirements and system capabilities.
