Introduction

Prince William County’s Office of Human Resources (HR) is seeking a motivated individual for the Senior Human Resources Business Partner (Sr. HRBP) role. This position reports to the Center of Excellence (COE) HR Manager for Policy and Compliance and is part of the COE team, which promotes best practices, standards, and innovations in labor and employment laws and regulations. The team develops, implements, and enforces compliance-related HR policies, processes, and procedures, providing expertise and guidance to HR professionals and business leaders on compliance matters.

About This Role

The Office of Human Resources is reimagining its service delivery. The incumbent will serve as a strategic partner, develop and interpret policies, conduct internal investigations, handle grievance processes and collective bargaining, lead reasonable accommodation efforts, monitor compliance with employment laws, and perform other duties as required.

The ideal candidate will be an experienced Sr. HRBP with broad knowledge of HR processes, emphasizing policy and compliance. They should be self-motivated, capable of independent judgment, with strong problem-solving, conflict resolution, organizational, time management, and project management skills, managing multiple projects simultaneously.

Minimum Requirements
  • High school diploma or G.E.D. and six (6) years of employee and labor relations experience.
Preferences
  • Two (2) years of experience in local government supporting policy, compliance, leave programs, and employee and labor relations.
  • Bachelor’s degree or coursework in Human Resources, Business, or Public Administration, or a related field.
  • Experience with ADA, including managing reasonable accommodation programs.
  • Knowledge of labor relations principles, collective bargaining, and labor agreements.
  • Experience interpreting and administering HR policies and collective bargaining agreements.
  • Effective oral and written communication skills, including public speaking.
  • Ability to advise and coach employees and management on sensitive HR issues.
  • Experience conducting Employee Relations investigations, witness interviews, and preparing reports.
  • Functional knowledge of ADA Titles I and II, Title VI, Title VII, ADEA, FMLA, USERRA, FLSA, and related regulations.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat Pro.
  • Human Resources or Labor Relations Certification (SHRM, HRCI, IPMA, etc.).
Special Requirements

The selected candidate’s offer is contingent upon a successful background check, including criminal history, I-9, and E-Verify.

Work Schedule

FLSA Exempt – in-office Monday through Friday, 8:30 am – 5:00 pm, 37.50 hrs/week. Telework eligible, with potential to revert to full-time in-office based on business needs.

Salary Range

$88,875 - $107,000 annually.
