Job summary

Ramboll is seeking a senior HSE leader to drive governance and delivery across EPC/EPCM projects in the Americas. You will lead strategic HSE initiatives, influence senior stakeholders, and ensure safe execution across multiple concurrent projects with a contractor-driven delivery model.

The role requires 10+ years of on-site HSE leadership in large-scale construction, strong contractor management, and travel to project sites. Remote option is available in this national US role.

Qualifications

• Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
• 10+ years of progressive on-site HSE leadership with substantial EPC/EPCM exposure.
• Strong background in multi-contractor, high-risk industrial construction environments.
• Ability to influence without direct authority.
• Experience supporting construction management delivery models where HSE is delivered through contractor execution and client interface.
• Working knowledge of construction-phase HSE controls, contractor management, incident investigation, assurance, and regulatory compliance.
• Ability to travel regularly to project locations and engage with field teams, leadership, clients, and contractors.
• Strong communication, facilitation, and stakeholder management skills.

Responsibilities

• Lead the development of a portfolio-wide HSE approach enabling standards, scalable processes, and project-specific execution across all EPC/EPCM projects.
• Serve as primary HSE advisor to Project Directors and EPC/EPCM leadership teams.
• Drive adoption of Ramboll’s HSE program and translate its expectations into practical project-level behaviours, controls, and leadership routines.
• Provide strategic HSE guidance during proposals and contract negotiations to align client expectations and establish conditions for effective safety management.
• Provide HSE leadership within an EPC/EPCM delivery model, ensuring clear boundaries, responsibilities, and interfaces between Ramboll, clients, construction contractors, subcontractors, and suppliers.
• Define HSE organization structures scalable for multi-project EPC/EPCM delivery nationwide.
• Clarify roles, interfaces, governance models required for integrated EPC/EPCM/safety programs.
• Establish standardized HSE execution plans across engineering, procurement, construction, commissioning, and turnover.
• Establish construction readiness expectations, including contractor mobilisation, competency assurance, risk review, and field execution controls.
• Align HSE expectations, execution standards, and performance across contractors, subcontractors, vendors, and stakeholders.
• Lead contractor onboarding, alignment sessions, audits, and recurring performance reviews.
• Ensure HSE requirements embedded into contracting strategies, procurement packages, bid documents, mobilisation plans, and contractor management processes.
• Support project teams in translating Ramboll and client HSE requirements into practical field execution requirements.
• Provide governance and assurance over EPC/EPCM risk management processes, hazard identification, risk assessments, high-risk work reviews, and site controls.
• Support project HSE resources and leadership in establishing consistent risk management expectations with clear accountability.
• Review and challenge the effectiveness of controls for high-risk activities including lifting, electrical work, confined space, work at height, ground disturbance, energisation, commissioning, and simultaneous operations.
• Provide oversight and escalation for high-potential or high-severity incidents, ensuring investigations are completed and lessons learned embedded.
• Conduct site visits, leadership engagements, and assurance reviews to verify HSE controls are effective and applied.
