Job summary

City of Durham is seeking a Senior Business Systems Manager, HRIS, to lead the HR technology function within the Human Resources Department. You will oversee HRIS systems, data integrity, and analytics for core HCM, ATS, performance, compensation, learning, and ticketing.

The role drives post-go-live stabilization on Oracle Fusion Cloud HCM, provides end-user training, and partners with HR divisions to translate needs into technology solutions and governance.

Qualifications

• Bachelor’s degree in computer science, information technology, or directly related field OR equivalent experience.
• Six years of related professional information technology experience.
• Two years of supervisory experience.
• Experience with Oracle Fusion Cloud HCM strongly preferred.
• HR certification preferred (CEBS, IPMA-CP, SHRM, etc.).
• Extensive experience in local government.

Responsibilities

• Provide leadership and oversight for HR technology operations and strategy; supervise and coach HRIS team members with emphasis on development; plan, prioritize, and manage programs, projects, and workflows; ensure compliance with regulations, policies, and procedures.
• Manage and maintain all HR technology systems: ATS, core HCM, performance management, compensation, learning, ticketing; oversee implementations, upgrades, data transfers; define business requirements and governance.
• Prepare and oversee reports and documentation for policies and operations; develop functional specs for complex reports; build analytics and dashboards for decision-making.
• Deliver end-user training and create training materials; ensure effective system utilization; identify training needs across HRIS.
• Recommend process improvements and policy changes; analyze workflows to reduce manual workload and increase strategic capacity.
• Prepare and manage budgets; monitor expenditures; evaluate products and vendors; negotiate pricing and purchases.
• Serve as internal consultant to HR divisions; align technology with operational needs; coordinate with leadership and external agencies; handle policy matters.
