Job summary

The City of Durham is seeking an Assistant Director of HR Operations and Service Delivery to lead HRIS, service delivery, and data analytics across multiple divisions. This senior role reports to the Chief HR Officer and acts as second-level supervisor, shaping strategy and operational excellence.

Ideal candidates will design scalable processes, stabilize HR technology platforms, and implement a service delivery model ensuring responsive, knowledgeable HR support for City departments.

Qualifications

• Bachelor’s degree in human resources, public administration, organizational development, business administration, or a directly related field.
• Nine (9) years of demonstrated progressively responsible human resources experience in at least two related operational functions: HRIS - HR Technology and Information Systems, HR Service - Delivery and Operations, or HR Data- Analytics, and Reporting.
• Five (5) years of supervisory or management experience.

Responsibilities

• Oversee administration, configuration, and continuous improvement of the City’s HCM platform (Oracle Fusion HCM) and related HR technology systems.
• Design and implement a tiered service delivery model that routes employee inquiries through centralized channels.
• Own the department’s data strategy, dashboards, scorecards, and regular reporting for leadership and stakeholders.
• Directly supervise managers and staff; develop teams and manage performance within the EPEP framework.
• Represent HR in meetings and City Council proceedings when designated.
