Job summary

York County, VA is seeking an experienced Human Resources leader to guide employee relations, training and development, and policy administration across the organization. The role supports the Director, advises management, and ensures compliance with FLSA, FMLA, ADA, Title VII, EEOC, COBRA and HIPAA.

Responsibilities include administering the county's LMS, coordinating training programs, leading HR staff, and representing the County on boards.

Qualifications

• Bachelor's degree in Organizational Development, Business Administration, HR or related field.
• Minimum of 5 years of directly related HR experience.
• At least 2 years of leadership experience, preferably in local government.
• World at Work, HRCI, PSHRA, SHRM or equivalent certification preferred.
• Valid Commonwealth of Virginia driver's license.
• Pre-employment checks including criminal history, background and DMV record checks.

Responsibilities

• Advise and counsel managers on employee relations and disciplinary actions.
• Develop county-wide training programs and manage training data.
• Ensure compliance with FLSA, FMLA, ADA, TITLE VII, EEOC, COBRA and HIPAA.
• Administer the ADA program and serve on the County's ADA Committee.
• Lead HR staff in training and employee development areas as assigned.
• Oversee Learning Management System and report training metrics.
• Represent the County on boards/committees and in meetings as applicable.
• Prepare reports, correspondence and presentations as needed.
• Stay current on trends and legal changes in human resources.
