Russell Tobin is seeking a Senior Technical Program Manager (HR Technology) to lead a large-scale workforce planning initiative in Beaverton, OR. You will drive cross-functional program execution across HR, technology, product, and data teams, delivering scalable HR technology capabilities.

The role requires 5–7+ years of enterprise TPM experience in matrix environments, strong Agile, Stakeholder management, and experience with Workday/ServiceNow. Hybrid work and a ~5-month contract are offered.

Qualifications

• 5–7+ years of experience leading enterprise Technical Program Management initiatives.
• Experience delivering HR Technology programs, preferably involving platforms such as Workday and ServiceNow.
• Bachelor's degree required; Master's degree preferred.
• PMP certification is a plus but not required.

Responsibilities

• Lead the technical delivery of a Strategic Workforce Planning program across multiple workstreams.
• Develop and manage program plans, governance, timelines, milestones, and technical deliverables.
• Coordinate cross-functional teams across HR Technology, Product, Data, Engineering, and Business stakeholders.
• Manage technical dependencies, risks, issues, and mitigation plans throughout the program lifecycle.
• Drive alignment between technical and business teams to ensure successful program execution.
• Support implementation of enterprise HR technology solutions and related system integrations.
• Facilitate Agile ceremonies and promote Agile delivery methodologies across project teams.
• Track program health through dashboards, KPIs, status reporting, and executive communications.
• Collaborate with internal and external partners to deliver scalable workforce planning capabilities.
• Support organizational change, stakeholder engagement, and adoption of new processes and technologies.
