Job summary

RiseMe seeks a seasoned Lead HR Business Partner to support the Johnson Space Center workforce, guiding employee and labor relations across 300+ staff in engineering, operations, maintenance, and facilities services.

You will drive recruitment, workforce planning, performance management, and HR initiatives, partnering with contract leadership to deliver HR solutions and ensure regulatory compliance at NASA sites in Houston.

Qualifications

• Bachelor's degree required and related field specified.
• 6–8 years progressive HR experience with increasing responsibility.
• Experience in employee relations, including investigations.
• Labor relations experience with unionized workforce.
• Experience interpreting Collective Bargaining Agreements (CBAs).
• Knowledge of federal and state employment laws and HR compliance.
• Experience in recruitment, onboarding, performance management, and HR operations.
• Strong communication, coaching, interpersonal, and analytical skills.

Responsibilities

• Lead employee relations investigations and coaching for managers.
• Advise leadership on performance management, discipline, and conflict resolution.
• Interpret and administer CBA provisions.
• Support labor-management meetings and union relationships.
• Oversee recruitment, workforce planning, onboarding, and promotions.
• Deliver HR training and employee communications.
• Maintain HR records, HRIS data, and reporting.
• Support compliance with federal/state/local laws and regulations.
