Job summary

RATP Dev USA is seeking an experienced Human Resources Manager to lead the HR team and design enterprise-wide policies. You will guide two local staff, oversee recruiting, compliance, and employee relations, and partner with operations across multiple locations.

This role requires strategic coaching for leaders, management of CBAs where applicable, and ensuring adherence to federal and state employment laws. Strong communication and problem-solving are essential for advancing business operations.

Qualifications

• 5+ years at senior level in HR
• Experience developing and implementing HR policies
• Experience leading HR teams and partnering with management
• Knowledge of union relations and CBAs
• Experience with compliance and investigations

Responsibilities

• Lead and manage a two-person local HR team (Recruiter and HR Generalist).
• Oversee training compliance, safety, anti-harassment, licensure, and assessments.
• Drive recruitment strategy and collaborate with managers on skills requirements.
• Conduct new hire orientation with cross-department collaboration.
• Administer background checks, MVR checks, and pre-hire eligibility.
• Design enterprise-wide employee relations framework and liaison with unions.
• Develop labor relations strategies and interpret CBAs.
• Handle HR programs including compensation, benefits, leave, investigations, and development.
• Address inquiries from applicants, employees, and supervisors.
• Lead investigations into complex employee relations matters.
• Coach leaders on performance management and risk mitigation.
• Analyze trends and ensure regulatory compliance.
