Eaton County, Michigan is seeking an experienced human resources leader to oversee the County’s HR and employee relations program under the direction of the Controller/Administrator and Deputy Administrator.

This role coordinates wage and salary administration, prepares for collective bargaining, and ensures statutory reporting. It also oversees safety, employee training, and HRIS, while supervising the Payroll and Benefits Manager and representing the County in administrative forums.

Responsabilidades

• Assists in planning, organizing, and directing all aspects of departmental operations, including personnel management, planning, and general administration.
• Develops and implements departmental policies, procedures and regulations.
• Represents the County in dispute resolution forums related to employee relations and responds to grievances.
• Advises elected officials and department heads on employee disciplinary issues and other relations matters.
• Coordinates collective bargaining preparation by collecting data on wages, benefits, and employment conditions.
• Interprets and administers the County's labor agreements.
• Maintains an employee and citizen complaint process related to non-elected offices.
• Serves as Safety Coordinator and oversees loss control training and related activities.
• Administers wage and salary programs, conducts salary surveys, and develops related policies.
• Oversees job descriptions, reclassifications, and evaluations of positions.
• Supervises Payroll and Benefits Manager and manages timecards, leave, performance, and disciplinary actions.
• Represent County with outside legal counsel at personnel and labor relation hearings.
• Researches personnel laws and implements changes to forms and procedures.
• Responds to difficult inquiries from employees and managers and applies conflict resolution skills.
• Oversees employment program including ads, applications screening, testing, and referring candidates.
• Participates in planning major changes to the employee benefits program.
• Evaluates settlements or solutions to personnel problems with financial impact.
• Develops, delivers, and oversees employee training programs in HR and labor relations.
• Represents the County at meetings related to human resources and partners on RFPs for insurance and services.
• Manages centralized personnel records and HRIS to ensure compliance and reporting.
