Job summary

Customs and Border Protection in Washington, DC seeks a Supervisory Human Resources Specialist (Employee Benefits) to lead the Retirement and Benefits Advisory Services Branch and manage retirement and benefits counseling, seminars, and processing. You will supervise staff, align policies with DHS requirements, and coordinate with federal partners.

The role reports to the Office of Human Resources Management in DHS and offers a GS-14 salary band with responsibilities spanning policy development,

Responsibilities

Direct subordinate supervisors and staff responsible for retirement and employee benefits services, including setting performance standards, evaluating performance, resolving grievances, approving selections, identifying training needs, reviewing organizational structure, and ensuring effective management-employee relations.
Supervising and managing agency-wide retirement and benefits services, including retirement counseling, seminars, annuity estimates, retirement application processing, death benefits counseling, open season campaigns, and benefits-related employee life event processing.
Coordinating with OPM, DHS, OCHCO, and other agencies to ensure services align with applicable regulations and operational needs.
Leading development and review of retirement and benefits regulatory guidance, evaluating program compliance and effectiveness, analyzing impacts of legislative or regulatory changes, preparing executive briefings and position papers, responding to complex inquiries, and advising senior leadership on risks, program improvements, and strategic benefits issues.
