Job summary

ICF's Homeless Services team is seeking a Manager of Training and Instructional Design to lead HMIS training development, delivery, and capacity building for ~8,000 end users. The role oversees training compliance with HUD/CoC requirements and collaborates with HMIS leadership, vendor, and support teams.

Qualifications

• Bachelor's Degree in Learning and Development, Organizational Management, Education, Public Policy, Business or Public Administration, Urban Planning, Social Work Administration, or other relevant field; advanced degree strongly preferred.
• Minimum 5 years of experience developing and delivering training and capacity building materials, preferably for an HMIS software or other comparable information technology platform.
• Excellent verbal, interpersonal and written communication skills, with the ability to explain complex concepts to non-technical partners and training recipients.
• Ability to supervise a team of approximately five HMIS trainers, appropriately providing constructive feedback and professional development/growth opportunities to direct reports.

Responsibilities

• Liaise with CoC HMIS and data leadership, HMIS vendor, HMIS technical support teams, and other internal and external partners to address training gaps.
• Participate in regular meetings with the HMIS vendor to understand features, functionality, and UI/UX changes.
• Implement tracking systems to monitor HMIS end user compliance with training requirements and remedial trainings.
• Maintain expert-level knowledge of HUD and CoC HMIS requirements related to data standards, privacy and security.
