Defense Logistics Agency (DLA) seeks a Management and Program Analyst to serve as the primary expert on General Funding matters for Logistics Operations. The role involves consolidating multi-year funding requests into a balanced agency document and projecting the impact of spending actions with senior leaders.

The ideal candidate analyzes obligations and expenditures, identifies shortfalls, and proposes alternative funding methods, while overseeing J3 funding programs and developing spend plans

Qualifications

• Specialized experience in funding and spend analysis for government programs.
• Experience providing expert guidance to lower-level organizations on funding decisions.
• Ability to prepare briefs and advise senior leaders on fund status and availability.

Responsibilities

• Serves as the primary subject matter expert and advisor on General Funding matters to the Logistics Operations senior leaders
• Consolidates complex multi-year funding requests from subordinate organizations into a balanced agency document
• Projects and analyzes the impact of funding and spend actions, identifies requirements shortfalls, and proposes alternative funding methods
• Oversees funding and spend for J3 funding programs and contracts, developing spend plans based on estimates, historical data, and workload
• Continuously monitors obligations, expenditures, and fund utilization through various analyses and direct engagement, ensuring proper administrative and statutory controls
