Job summary

TechOp Solutions seeks an experienced Program Manager to lead a federal FOIA support program, ensuring effective integration of PM, QA, performance, staffing, finances, and risk management across the initiative.

The role requires strong leadership, strategic planning, and the ability to coordinate with COR, FOIA leadership, program offices, and contractor staff to meet government priorities and deadlines.

Qualifications

• Master’s degree or higher in a relevant field.
• 8+ years in a leadership role directing project teams.
• Expertise integrating PM, QA, performance, and risk management.
• Experience with federal FOIA programs or similar federal information-management programs.
• Strong knowledge of FOIA, Privacy Act, and federal disclosure requirements.
• Experience managing budgets, staffing, schedules, and subcontractors.
• Excellent written communication and stakeholder-management skills.
• Ability to obtain and maintain the required security clearance.

Responsibilities

• Direct and oversee program activities, personnel, schedules, and performance requirements.
• Develop and maintain the Program Management Plan and project schedules.
• Manage FOIA case workload including routine FOIA cases, appeals, and litigation support.
• Monitor workload, quality, budgets, and priorities.
• Lead biweekly status meetings and various stakeholder meetings.
• Prepare agendas, minutes, progress and financial reports.
• Identify risks and schedule variances and propose corrective actions.
• Ensure FOIA work products comply with laws, policies, and quality standards.
• Coordinate with COR, FOIA leadership, program offices, and contractors.
• Recommend process improvements to increase quality and timeliness.
• Perform additional duties as needed.
