Job summary

TechOp Solutions International, Inc. seeks an experienced Program Manager to lead a federal FOIA support program, coordinating project management, QA, staffing, financial oversight and risk management across the contract.

You will independently review complex FOIA matters, apply exemptions, manage eDiscovery and redaction tools (Relativity preferred), mentor junior analysts, and craft defensible recommendations for stakeholders. A bachelor’s degree and 10+ years of FOIA experience are required.

Qualifications

• Bachelor’s degree is required.
• 10+ years of FOIA experience required.
• Expertise in FOIA exemptions, Privacy Act, disclosure analysis, appeals, and litigation support.
• Experience with eDiscovery and Relativity is highly desirable.
• Ability to analyze complex or sensitive records and provide defensible recommendations.
• Strong writing, analytical, and organizational skills.

Responsibilities

• Independently review, analyze, and process complex FOIA cases.
• Identify responsive records and conduct disclosure analyses.
• Apply FOIA and Privacy Act exemptions and document legal bases.
• Review large volumes of electronic records with case-management, eDiscovery tools.
• Redact and sanitize records and prepare final production packages.
• Prepare Vaughn indices, litigation documentation, and supporting analyses.
• Draft correspondence and disclosure recommendations using templates.
• Coordinate with program offices, locations, custodians, requesters, and legal stakeholders.
• Mentor junior analysts and identify process improvements.
