Position Description

Serco is excited to continue support for the F-35 Joint Strike Fighter Program Office. This contract provides program management support across the full acquisition life-cycle of the F-35 program, including development, production, and sustainment.

Our Acquisition Management Analyst, located in Crystal City, Arlington, VA, supports the F-35 JPO Directorate of Acquisition and Affordability (DA&A) in managing business operations, foreign compliance, process improvement, cost, requirements, and acquisition. This position applies knowledge and experience in acquisition program management throughout the F-35 program's lifecycle. Analysts perform specific tasks within a narrowly defined scope of responsibility and timeline, working under general supervision. Responsibilities include preparing correspondence, briefing materials, establishing management information systems, and interacting with program offices, support organizations, and contractors.

In this role, you will:

  1. Assist DA&A in managing F-35 JPO procurements and metrics using the Procurement Management Tool (PMT) of the Navy NAVAIR Acquisition Management System (AMS).
  2. Support procurement planning, execution, milestone monitoring, and contract work using PMT.
  3. Support IPT contract and workload planning, Long Range Acquisition Forecast (LRAF), Planned Future Actions (PFAs), and procurement planning to execution/award.
  4. Provide program management support in areas such as Financial Improvement Audit Readiness (FIAR), earned value management, data rights strategy, and POM/PBR processes.
  5. Assist in procurement process management, small business contracting, scheduling, and enterprise risk management.
  6. Manage the PMO Integration Council (PIC) and support the Enterprise Task Management System Software Solution 2 (ETMS2).

Qualifications

To succeed in this role, you must have:

  • An active Secret clearance.
  • The ability to support onsite at the F-35 JPO in Crystal City, VA, at least 2 days per week, with days coordinated and approved by your manager.
  • Two (2) of the last four (4) years of recent experience in analysis and planning.
  • Bachelor's degree in a related field or an Associate degree plus two additional years of experience.
  • Experience in program management, technical or business analysis, weapon systems acquisition, and lifecycle management.
  • Knowledge of DoD 5000 acquisition series, Federal and DoD regulations, and PPBE process.
  • Experience with program status reporting and earned value management (EVM).
  • Knowledge of DoD reporting tools and major reports.
  • Ability to travel up to 10%.

Additional desired skills include familiarity with the Navy NAVAIR AMS PMT, experience with procurement planning and execution, IPT support, and proficiency in Microsoft Office Suite.
