Job summary

ECC is seeking a Senior Program Director to lead a portfolio of federal construction and infrastructure programs in the United States and selected international regions. The role focuses on defining strategy, driving program execution, and ensuring compliance with federal contracting requirements across complex multi-project initiatives.

Qualifications

• 15+ years of related experience, incl. 5+ years in senior program or project leadership within federal construction or government contracting
• Experience with federal contracting requirements, FAR/DFARS
• Bachelor's degree in Engineering, Construction Management, or related discipline
• Willingness to travel up to 50%, including international assignments

Responsibilities

• Provide executive leadership and strategic direction for large-scale federal construction programs across U.S. and international regions
• Oversee planning, design, construction, and closeout with accountability for cost, schedule, and compliance
• Ensure compliance with FAR, agency standards, and contract requirements across multiple projects
• Mentor senior program managers and project leadership to achieve goals and growth targets
• Interface with federal clients, international stakeholders, and partners to maintain strong relationships
• Manage program budgets, forecast revenue, and optimize costs to sustain profitability
• Establish governance, internal controls, and risk management practices to minimize exposure
• Lead capture strategy and proposal reviews for expansion into new federal and global markets
• Promote safety, quality, and continuous improvement across all programs
