ECC seeks a Senior Program Director to lead and expand its portfolio of federal construction and infrastructure programs in the United States and assigned international regions. The role defines and executes program strategies, ensuring compliance with federal contracting requirements and delivering complex multi-project programs aligned with ECC's objectives.

Qualifications

• Extensive experience leading large federal construction programs.
• Experience with FAR/DFARS and international contracting environments.
• Executive-level communication with senior government officials and stakeholders.
• Ability to lead senior-level staff in a matrix organization.
• Willingness to travel up to 50%, including international assignments.
• Bachelor's degree in Engineering, Construction Management or related field;-equivalent experience may be considered.

Responsibilities

• Provide executive leadership and strategic direction for large-scale federal construction programs and portfolios.
• Direct program planning, design, construction, and closeout with accountability for cost, schedule, and compliance performance.
• Oversee multiple concurrent projects across U.S. and international regions in compliance with FAR and contract requirements.
• Mentor and develop senior program managers and project leadership teams.
• Lead engagement with federal clients, international stakeholders, and partner organizations.
• Drive financial performance by managing budgets, revenue forecasting, and cost optimization.
• Establish governance, internal controls, and risk management practices.
• Ensure compliance with U.S. federal and international construction standards and safety requirements.
• Support business development, capture strategy, and proposals for new federal/global markets.
• Promote a culture of safety, quality, and continuous improvement.
