Job summary

PKH Enterprises is seeking a Senior Program Management Specialist to support federal security programs for government clients. The role involves strategic planning, governance, risk management and stakeholder engagement to drive program capability and funding decisions.

The ideal candidate will have top secret clearance, 15+ years of experience including federal contracting, and strong analytical, writing and presentation skills.

Qualifications

• Bachelor's degree or equivalent.
• Top Secret Clearance required.
• Minimum of fifteen years’ experience, five years’ experience in federal contracting support.
• Minimum of 5 years of experience in federal program management support or related experience.
• Strong oral and written communication, analytical, critical thinking, data management, and research skills.
• Experience conducting end-to-end analysis with qualitative and quantitative data.

Responsibilities

• Assess current processes and implement improvement plans with teams.
• Review and improve policy, governance and standard processes.
• Evaluate technical and non-technical solutions to improve program performance.
• Establish governance and engagement mechanisms with goals and metrics.
• Support business case development, resource planning and budgets.
• Conduct program risk assessments and mitigation strategies.
• Develop program performance metrics and reporting mechanisms.
• Draft/Update/Implement new policies and procedures with client.
• Document authorities and policy framework for funding decisions.
• Lead technical interchange meetings with client stakeholders.
• Develop and administer training and awareness campaigns.
• Evaluate data collection for accuracy, timeliness and relevance.
• Produce quality writing and communications materials.
