Job summary

Heartland Consulting in Washington, DC is seeking a Program Manager to lead a federal financial customer-service program for a DHS component in Washington, DC. The Program Manager is the prime contractor’s senior lead: the client’s primary point of contact, the supervisor of the contractor team, and the person accountable for quality, schedule, and deliverables.

Responsibilities include directing day-to-day performance, transition planning, and integrated program plans.

Qualifications

• Bachelor's degree required.
• Five years providing oversight and executive-level management of projects or contracts.
• PMP, FAC-P/PM Level II, or equivalent certification required.
• At least three years of federal financial management experience.
• Supervision of employees across multiple labor categories on sizeable work.
• Excellent oral and written communication with senior management.
• Experience on both private-sector and federal projects including business-case development.
• U.S. citizenship and ability to read, write, speak English fluently; DHS suitability required.
• Must be able to work onsite at Potomac Center South, Washington, DC.

Responsibilities

• Direct day-to-day performance of a firm-fixed-price task order.
• Serve as single point of contact for contracting officers and government program manager.
• Lead transition with onboarding plan within 10 days after award.
• Own integrated program plan, schedule, and quality management plans.
• Assign work and supervise a mixed team of analysts, operations specialists, and a dashboard developer.
• Deliver weekly/monthly status reports and biannual program reviews.
• Prepare business cases and briefings for senior federal leaders.
• Ensure compliance with federal financial-management, privacy, and information-security rules.
