Job summary

Heartland Consulting in Washington, DC is seeking a Program Manager to lead a federal financial customer-service program for a DHS component in Washington, DC. The Program Manager is the prime contractor’s senior lead: the client’s primary point of contact, the supervisor of the contractor team, and the person accountable for quality, schedule, and deliverables.

Responsibilities include directing day-to-day performance, transition planning, and integrated program plans.

Qualifications

  • Bachelor's degree required.
  • Five years providing oversight and executive-level management of projects or contracts.
  • PMP, FAC-P/PM Level II, or equivalent certification required.
  • At least three years of federal financial management experience.
  • Supervision of employees across multiple labor categories on sizeable work.
  • Excellent oral and written communication with senior management.
  • Experience on both private-sector and federal projects including business-case development.
  • U.S. citizenship and ability to read, write, speak English fluently; DHS suitability required.
  • Must be able to work onsite at Potomac Center South, Washington, DC.

  • Deliver weekly/monthly status reports and biannual program reviews.
  • Prepare business cases and briefings for senior federal leaders.
  • Ensure compliance with federal financial-management, privacy, and information-security rules.

About The Role

Heartland Consulting is hiring a Program Manager to lead a federal financial customer-service program for a Department of Homeland Security component in Washington, DC. The Program Manager is the prime contractor’s senior lead: the client’s primary point of contact, the supervisor of the contractor team, and the person accountable for quality, schedule, and deliverables.

What you will do
  • Direct day-to-day performance of a firm-fixed-price task order supporting financial and accounting shared services for multiple federal customer components.
  • Serve as the single point of contact for the contracting officer, contracting officer’s representative, and government program manager. Escalate scope questions to the contracting officer. The government does not supervise contractor staff.
  • Build and run the transition, including a completed onboarding plan within 10 days after award, knowledge transfer, and continuity of in-process deliverables.
  • Own the integrated program plan and schedule, project plans, communications plan, risk plan, and quality management plan. Keep the schedule current weekly.
  • Assign work, supervise a mixed team of financial analysts, operations specialists, and a dashboard developer, and hold the labor mix to the contract.
  • Deliver weekly and monthly status, action-item tracking, and biannual program reviews. Respond to the client by email or phone within one hour during 9:00 a.m. to 3:00 p.m. Eastern, Monday through Friday, except federal holidays.
  • Prepare business cases and management briefings for senior federal leaders. Bring issues to the contracting officer and program lead the day they arise.
  • Hold the team to federal financial-management, records, privacy, and information-security rules. Do not use non-public program data outside the contract.
Minimum qualifications
  • Bachelor’s degree in business administration or a related field.
  • Five years providing oversight and executive-level management of project or contract operations, often across multiple projects, tasks, and groups of personnel.
  • Professional certification in project management, such as PMP, FAC-P/PM Level II, or an equivalent.
  • At least three years of federal financial management experience.
  • Demonstrated supervision of employees in more than one labor category on work of similar size and scope.
  • Demonstrated oral and written communication with senior management.
  • Demonstrated experience on both private-sector and federal projects of similar size and scope, including business-case development.
  • U.S. citizenship and the ability to read, write, speak, and understand English fluently. Must currently reside in the United States or its territories, with U.S. residence sufficient for a background investigation.
  • Ability to obtain and maintain DHS suitability/background investigation before starting work. This position does not require a security clearance.
  • Ability to work onsite at Potomac Center South, 550 12th Street SW, Washington, DC. Only full-time personnel receive facility, equipment, and system access.
