Global Solutions Network, Inc. (GSN) is seeking a Contracts Analyst to support NIH through full lifecycle contract activities in Bethesda, MD.

The role involves acquisition planning, market research, and preparation of solicitation packages for construction, AE, and facilities-related work. You will develop IGCEs, conduct cost analyses, and assist with negotiations and award documentation, ensuring compliance with FAR and NIH procedures.

Qualifikationen

• Bachelor's degree from an accredited institution.
• Minimum of 5 years of federal acquisition experience, including construction, AE, or facilities-related contracts.
• Strong knowledge of FAR Parts 12, 15, 36, and 43.

Aufgaben

• Support acquisition planning for construction, AE, facilities, and ORF managed service requirements.
• Conduct market research to support acquisition strategies.
• Prepare solicitation packages (RFQs, RFPs, IFBs, MATOC task orders, AE selections).
• Assist with Brooks Act AE procurements, including SF-330 reviews and selection documentation.
• Develop and review Independent Government Cost Estimates (IGCEs) and price proposals.
• Perform price and cost analyses to support fair and reasonable determinations.
• Prepare pre- and post-negotiation memoranda; assist with contractor negotiations.
• Prepare award documentation and ensure files meet audit standards.
