Job summary

Cape Fox Facility Services is seeking a Contract Analyst to join our team in Bethesda, MD in support of the NIH. The role focuses on planning, procuring, and administering construction, AE, and facilities-related contracts in a federal environment.

Responsibilities include market research, preparation of solicitations, IGCEs and price analyses, and contracts support through pre- and post-negotiation stages, with close coordination with COs and program offices.

Qualifications

  • Bachelor's degree required.
  • Minimum of 5 years of federal acquisition experience, including construction, AE, or facilities-related contracts.
  • Demonstrated experience performing duties equivalent to a GS-12 Contract Specialist.
  • Strong working knowledge of FAR Parts 12, 15, 36, and 43.
  • Experience supporting MATOCs and task order awards preferred.
  • Ability to work independently under CO direction.

  • Prepare award documentation and ensure contract files meet audit standards.
  • Maintain NIH-approved contract writing systems and ensure compliance with FAR, HHS, NIH, and ORF requirements.

Cape Fox Facility Services is seeking a Contract Analyst to join our team in Bethesda, MD in support of the NIH.

  • Support acquisition planning for construction, AE, facilities, and ORF-managed service requirements

Documentation and Systems Support
  • Maintain accurate and complete electronic contract files in NIH-approved contract writing systems (e.g., PRISM or successor systems)
  • Ensure all documentation complies with FAR, HHS, NIH, and ORF requirements
  • Prepare reports, briefings, and status updates as requested by the Government
ORF-Specific Advisory Support
  • Provide acquisition advice to ORF OA COs and ORF program officials
  • Assist in aligning acquisition approaches with ORF mission priorities and workload balancing efforts
  • Support transitions of contracts resulting from organizational realignments or workforce reductions
  • Assist with responding to audits, internal reviews, and data calls related to ORF acquisitions
Post-Award Contract Administration
  • Support administration of construction, AE, and service contracts and task orders
  • Prepare contract modifications, including changes, options, incremental funding, and administrative actions
  • Track contract performance, schedules, and funding in coordination with CORs
  • Review invoices and payment documentation for compliance and accuracy
  • Assist with resolution of contractual issues and coordination with legal and program offices Support contract closeout activities in accordance with FAR and NIH procedures

The total hourly pay for this exempt position is $50.00 for up to 40 hours per week. This rate represents the company’s good faith and reasonable estimate of possible compensation at the time of posting. In addition, for eligible positions we offer a variety of benefits including specified holidays, paid leave, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as 401K with company match.
