Job summary

EMCOR Government Services in Alexandria, VA, is seeking a motivated Capture Manager with 10+ years of federal capture experience. This hybrid role leads from qualification through award, coordinating cross-functional teams to pursue opportunities ranging up to multi-million-dollar programs.

The role requires Shipley-style planning, strong writing, and familiarity with GovWin, SAM.gov, FPDS, and related procurement databases. A Top Secret clearance is preferred.

Qualifications

• Bachelor's degree in business, public admin, supply chain, engineering, facilities or construction management.
• 10+ years of progressive experience in federal capture management, business development, or related government contracting.
• Familiarity with SAM.gov, FPDS, and FAR/DFARS.
• Shipley-based BD methodologies, capture planning, and gate reviews experience.
• Strong writing and organizational skills.
• MS Office, MS Teams, SharePoint, and MS Planner familiarity.

Responsibilities

• Lead capture efforts for federal opportunities from qualification through award.
• Develop capture plans and win strategies.
• Coordinate cross-functional pursuit teams across Operations, Pricing, Finance, HR, Contracts, Procurement, and Proposal.
• Conduct gate reviews and bid/no-bid decisions.
• Maintain opportunity action plans and schedules.
• Engage with government decision-makers and industry partners to position for awards.
• Support attendance at industry days and pre-proposal events.
• Analyze PWS/SOWs and assist in staffing and transition planning.
