Job summary

GovSG is seeking a Senior Earned Value Management (EVM) and Project Controls Specialist to provide expert advisory, analysis, and oversight for complex government programs. This on-site role strengthens program governance and supports leadership decisions with high-quality controls insights.

The position supports headquarters, program offices, and portfolio requirements, ensuring compliance and transparency across major acquisition efforts. On-site in Maryland.

Qualifications

• Bachelor's degree in a related discipline.
• 10+ years of experience in project controls, EVM, or related disciplines.
• Experience with DoD, federal programs.
• Advanced EVMS knowledge and cost/schedule integration.
• Experience with IPMDAR/IPMR data.
• Scheduling tools such as Primavera P6 or MS Project.
• Experience with Deltek COBRA, Cognos, Excel.
• Ability to present to senior leadership.
• Experience leading or mentoring teams.

Responsibilities

• Serve as senior EVM and project controls SME for government requirements.
• Provide analysis of cost, schedule, performance, and risk.
• Review IPMDAR/IPMR data to assess health and compliance.
• Evaluate EVM metrics and variances.
• Develop independent assessments and executive recommendations.
• Support IBRs, BCRs, replanning, and surveillance.
• Prepare executive EVM and program performance briefings.
• Develop standardized project controls processes and reporting.
• Provide training and guidance to government staff.
