Northstrat seeks a seasoned Program Control Specialist V to join a high-visibility DoD program in Virginia. Qualifications

• Minimum of 12+ years of direct program control and financial analysis experience supporting major defense programs.
• Extensive experience managing FFP, Cost-Plus, and T&M contracts within the DoD domain.
• Advanced proficiency in EVMS tools (Cobra, Deltek MPM) and MS Excel with IMS alignment.
• High adaptability, exceptional communication, and comfort navigating ambiguity in a fast-paced, high-stakes program.
• Proven track record implementing, managing, and leading projects through full EVMS compliance and certification.

Responsibilities

• Oversee life-cycle program finances, budgeting, forecasting, and reporting across contract types.
• Partner with PM, Deputy PM, Scheduler, IPT Leads, and Risk team to align cost, schedule, and risk strategies.
• Mentor junior Program Control Analysts to ensure accuracy and compliance of deliverables.
• Integrate financial forecasts with risk management to perform EAC and ETC assessments.
• Prepare for and lead transition from no-EVMS to full EVMS implementation and certification.
