Job summary

Top Echelon Software LLC is seeking a Senior Estimator / Estimating Manager for underground utilities in East San Diego County, CA. This on-site, direct-hire role leads a 3–5 person estimating team and owns the numbers for large-scale dry utility projects, preparing competitive bids for public agencies and major utility owners.

You will mentor estimators, perform detailed take-offs, manage pricing databases, and support project managers with hand-offs and change orders.

Qualifications

• 6+ years of progressive estimating experience in underground utility or heavy civil construction.
• Experience leading an estimators team and bidding public works & utility-owner projects.
• Proficiency with B2W, Accubid or HCSS and MS Project/Sage tools.
• Bachelor's degree in Engineering, Finance or Construction Management or equivalent.
• Able to commute daily to an office in East San Diego County.

Responsibilities

• Lead a team of 3–5 estimators and mentor their work.
• Build production-based estimates for large underground utility and civil projects.
• Prepare competitive hard bids for public agencies and major utility owners.
• Analyze RFPs, scopes, plans and specs; perform detailed take-offs and bid schedules.
• Lead pre-bid meetings, bid strategy sessions and site visits.
• Define sub- and supplier scopes, solicit pricing, and maintain pricing databases.
• Review final estimates with Operations and submit bid packages.
• Support project managers with hand-off, resource planning and change orders.
