Job summary

William Charles Construction is seeking an experienced Chief Estimator to lead estimating efforts for heavy civil, highways and roadways projects in our Indianapolis, IN area. The role oversees bid preparation, subcontractor outreach, and coordination with cost control to ensure accurate, competitive proposals.

Ideal candidates have 10–15 years of heavy civil estimating experience, a civil engineering or construction management degree, and strong proficiency with Bid2Win/HCSS and MS Office.

Qualifications

• Bachelor’s degree in civil engineering, construction management, or related field.
• 10–15 years of experience in heavy civil construction estimating.
• Experience with DOT and Municipal hard bids (IDOT & INDOT) and private market pursuits.
• Ability to manage estimating team on large pursuits and complete estimate oversight.
• Proficiency with Bid2Win or HCSS and strong MS Office skills; familiarity with Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek and AutoCad is a plus.

Responsibilities

• Oversee estimating team, assign projects, review estimates, assess risk, and manage bid close/submittals.
• Self-perform preparation and ownership of estimates.
• Research subcontractors and suppliers for coverage of scope.
• Coordinate with cost control/ERP interfaces for successful pursuits.
• Lead preconstruction meetings and bid/proposal reviews.
• Ensure compliance with company goals and diversity policies.
• Communicate with clients, engineers, subs, and suppliers.
• Develop risk exposure summaries with cost impacts.
