The State of South Carolina Office of Regulatory Staff (ORS) Energy Office is seeking a Technical Energy Senior Specialist to lead technical resources, administer grant and loan programs, and provide stakeholder engagement support. The role emphasizes energy efficiency, renewable energy, and clean transportation initiatives with data analysis and reporting responsibilities.

Based in Columbia, SC, the Senior Specialist collaborates on statutory reporting, program design, and technical guidance

Qualifications

  • Bachelor's degree required in environmental science/policy/engineering or related field with at least four years of relevant experience.
  • Knowledge of energy efficiency, renewable energy, and clean transportation.
  • Ability to translate technical concepts for non-technical audiences.
  • Strong written and verbal communication, with experience preparing technical documents.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, SharePoint).
  • Certifications or coursework in building science/energy auditing/solar installation are a plus.
  • Experience in state energy office, utility, or public-sector technical programs.
  • Experience with data analysis and/or visualization tools.

Responsibilities

  • Serve as project manager for the State Energy Program (SEP) and Mini-Grant Program, overseeing review, awards, disbursement, and compliance.
  • Provide technical assistance for the Energy Office, including ETAP management and energy audits; advise on energy efficiency and building science topics.
  • Develop and maintain an up-to-date catalog of statutory obligations; assist in statutory reports and publications; stay current on energy trends and federal program developments.
