Job summary

The Office of Regulatory Staff (ORS) of the State of South Carolina seeks a regulatory analyst in the Energy Planning & Emerging Technology Department to verify utility models, data, and assumptions for cost-effective and reliable planning. The role supports IRPs, grid modernization, DER, DSM/EE, EV infrastructure, and compliance with the SC Energy Security Act No.

41 of 2025. Responsibilities include testimony preparation, IRP reviews, data analysis, and collaboration with utilities,

Qualifications

  • Bachelor’s degree or higher in a related field and at least one year of professional utility analysis experience.
  • Proficiency with Microsoft Office Suite, including Excel, Word and Outlook.
  • Critical thinking and data validation to support results.
  • Understanding of regulatory principles and energy regulations for investor-owned utilities.
  • Knowledge of utility rate making, DSM/EE, renewable resources, and load forecasting is desirable.

Responsibilities

  • Prepare and present testimony and exhibits before the PSC for IRPs, Avoided Costs, DSM/EE, DER, EV, or related programs.
  • Review long-range electric IRPs as per SC Code §58‑37‑40.
  • Analyze capacity expansion, production costs, and energy projections.
  • Review utility filings including IRPs, grid modernization and PURPA avoided cost filings; coordinate with ORS Legal team.
  • Research and write reports, studies, data requests, and other documents.
  • Coordinate with consultants, utilities, state/federal agencies, and stakeholders.
  • Monitor developments in energy and emerging technologies.
