Job summary

Morgan State University in Baltimore, MD seeks an Employee & Labor Relations Manager (Contractual) to lead investigations, advise managers, and ensure lawful and fair labor practices across the university.

You will monitor compliance with federal, state, and local employment laws, update HR policies, and collaborate with HR business partners to provide guidance on complex employee relations issues. This is a full-time contractual role with oversight of performance management and reporting.

Qualifications

• Bachelor’s degree in Human Resources or related field.
• At least seven years of employee and labor relations experience.
• SHRM-CP or SHRM-SCP credentials preferred.
• Strong verbal and written communication skills.
• Excellent interpersonal and customer service skills.
• Excellent organizational skills and attention to detail.
• Ability to interpret laws, guidelines, regulations, and policies.
• Understanding of organization hierarchy, compensation practices, and HR administration.
• Strong time management and ability to meet deadlines.
• Analytical and problem-solving abilities.
• Proficient with Microsoft Office Suite.

Responsibilities

• Investigate employee relations issues with HR leadership and advise managers.
• Monitor compliance with employment laws and update policies.
• Provide guidance on policies, MOUs, and reporting.
• Create and monitor quantitative workforce dashboards and conduct data audits.
• Consult with management on performance and leadership needs.
• Maintain a performance management program.
• Stay updated on HR trends, regulations, and technology.
• Serve as backup to the Director on employee relations.
• Conduct or oversee disciplinary meetings, terminations, and investigations.
