Job summary

Catholic Relief Services, the U.S. Catholic humanitarian agency, seeks a senior technical advisor to guide emergency response and recovery programming.

You will support regional and country teams with program design, M&E, and donor-compliant proposals, deploying as needed to lead field operations and ensure quality, gender-sensitive, and disaster-resilient responses. The role requires coordinating with partners, donors and CRS leadership while promoting learning, capacity building, and knowledge

Qualifications

• Master's degree in International Development, Disaster Response or related field (advantage).
• Located in or able to cover UTC +0 – UTC +4 time zones.
• Knowledge of humanitarian principles, standards and donor requirements.
• Proficient in security protocols and management of emergency programs in insecure environments.
• Experience with coaching, mentoring and on-the-job training.
• Ability to maintain performance and strong relationships in diverse, high-stress environments.

Responsibilities

• Provide technical advice, guidance and support for Emergency Response and Recovery program design/implementation.
• Take acting emergency leadership roles (e.g., Emergency Coordinator) and help set up field offices and relief operations during deployments.
• Lead or contribute to large/complex proposals, including monitoring systems and indicators.
• Contribute to capacity strengthening, learning strategies and staff/partner training.
• Engage with donors, partners and government to promote CRS’ emergency programming and share best practices.
