Job summary

Snohomish County seeks an experienced Emergency Management Program Manager to supervise and coordinate one or more programs. You will develop plans, train staff, and work with multi‑agency partners to meet community needs.

The role requires a Bachelor's degree in emergency management or related field and at least four years of emergency management experience, including supervisory responsibilities. A valid driver’s license and FEMA PDS completion within one year are expected.

Qualifications

• Bachelor's degree in Emergency Management, Homeland Security, Public/Business Administration, Social Services, Community Planning or related field.
• Four years of emergency management experience, including two years as a manager/supervisor.

Responsibilities

• Plan, supervise, coordinate, and evaluate subordinate staff, including hiring and promotion decisions.
• Develop and maintain comprehensive emergency management strategies and plans (CEMP, HMP, DRF, COOP).
• Lead multi-agency teams and coordinate with partners at local, regional, state, and federal levels.
• Ensure compliance with laws, regulations, and county policies; manage budgets and contracts.
• Oversee ECC readiness, training, and readiness guidelines; deliver presentations as subject matter expert.
• Represent DEM at meetings and prepare reports and recommendations for leadership.
