Job summary

Snohomish County's Emergency Management Department seeks a seasoned Program Manager to supervise and coordinate one or more emergency management programs. You will lead multi-agency teams, develop plans (CEMP, HMP, DRF, COOP), manage budgets, and ensure compliance with NIMS and HSEEP.

This role requires strong leadership, policy development, and effective stakeholder engagement. Required is a Bachelor's in a related field and 4 years of emergency management experience, including 2 years in a

Qualifications

Bachelor's degree in Emergency Management or related field and 4 years of experience in emergency management, including 2 years in a manager/supervisor role.
Equivalent combination of training and/or experience may be accepted.

Responsibilities

Plans, organizes, supervises, coordinates, and evaluates subordinate staff; participates in hiring and termination decisions.
Develops and maintains emergency management plans (CEMP, HMP, DRF, COOP).
Leads multi-agency workgroups with internal and external partners.
Oversees training and exercises to ensure compliance with NIMS and HSEEP.
Manages contracts or grants; monitors scopes of work, budgets, and schedules.
Represents DEM at public meetings and with officials or groups.
During activations, leads disaster response and recovery coordination.
