Job summary

Klickitat County is seeking a seasoned Emergency Management Manager to oversee daily operations of the county's emergency management program and EOC readiness. You will lead policy development, planning, and coordination with state and federal partners, while supervising volunteers and managing grants.

The role requires strong budget and grant management skills, public-facing communication, and the ability to work with multiple agencies.

Qualifications

• Knowledge of emergency management laws and programs.
• Ability to develop and monitor budgets and grant programs.
• Ability to coordinate multi-agency emergency response and training.
• Strong public speaking and presentation skills.
• Proven supervisory experience and leadership in emergency management.
• Experience coordinating with federal, state, and local agencies.

Responsibilities

• Oversee daily activities of the county's emergency management program and EOC readiness.
• Develop, implement, monitor goals, policies, and procedures; supervise volunteer program.
• Maintain emergency management plans and compliance with regulations.
• Plan and coordinate joint training exercises with affected entities.
• Identify goals, objectives, costs, and technical requirements for projects and grants.
• Research, prepare, and administer grant applications and agreements.
• Process purchases, reimbursements, timesheets, and contract documents with admin support.
• Maintain a current list of partner agencies and stakeholders regionally.
• Participate in meetings and committees related to Emergency Management Program activities.
• Promote public understanding and education on emergency actions before/during/after incidents.
• Represent the Public Works Director in their absence at meetings.
• Create public information presentations and represent the department to officials and the public.
• Administer the Emergency Management Training Program for staff, responders, and community members.
• Liaise with federal/state/local officials and agencies for disaster planning and recovery.
• Assist in budget development and manage program budgets and grants.
• Perform duties of EOC Manager and related roles as needed.
• Perform other related duties as assigned.
