Job summary

PIDC seeks an experienced General Manager to oversee the Navy Yard Electric Utility, including the 74 MW private, unregulated grid. The role requires strong utility operations knowledge, financial acumen, and the ability to align technical execution with strategic goals for growth and resilience.

The position leads capital projects, customer relations, and sustainability initiatives, coordinating with external partners and PIDC leadership to advance investment and job creation at the Navy Yard.

Qualifications

• Bachelor’s degree in business, engineering, or related field.
• Minimum of 10 years in utility operations or related field.
• Experience in financial management, budgeting, and reporting.
• Experience managing multidisciplinary teams and large capital projects.
• Strong strategic planning and stakeholder engagement skills.
• Philadelphia residency or willing to relocate within six months.
• Valid driver’s license.

Responsibilities

• Oversee operations, financial performance, capital projects, and strategic planning of the Navy Yard electric grid.
• Manage contract operator for grid operations, maintenance, and capital projects.
• Coordinate with customers and regulators (PECO/PJM) for load management and opportunities.
• Develop and monitor operating and capital budgets; oversee billing and financial reporting.
• Coordinate with Navy Yard leadership to pursue funding opportunities and sustainable strategies.
• Lead multi-disciplinary teams and ensure local business participation in contracting.
