Job summary

Navarro Research and Engineering seeks a Business Operations Manager RR-26-043 (3981) in Carlsbad, NM to lead the DOE WIPP Institutional Program, directing budgets, policy support, and contractor oversight.

You will coordinate with DOE Headquarters, New Mexico and tribal partners, manage stakeholder communications, emergency response training, and ensure compliance with safety, regulatory and program goals in a complex federal environment.

Qualifications

• Extensive knowledge of project management principles and practices.
• Experience with budgets, procurement, and contracting.
• Ability to coordinate with federal, state, tribal, and local entities.
• Knowledge of emergency response training and public information.
• Ability to communicate with diverse stakeholders and manage complex programs.

Responsibilities

• Develop and manage the WIPP Institutional Program and cooperative agreements.
• Serve as primary liaison with New Mexico and other states and tribes.
• Plan and participate in public meetings, workshops, and hearings.
• Review TRU waste transportation and disposal activities for compliance.
• Lead program budgeting, reporting, and contracting oversight.
• Coordinate with DOE HQ, OCRWM, and field offices.
