Job summary

Navarro Research and Engineering in Carlsbad, NM is seeking a Business Operations Manager to lead the WIPP Institutional Program. The role directs institutional relations, intergovernmental coordination, policy support, contractor oversight, and budget management for the DOE Waste Isolation Pilot Plant.

As the primary liaison with DOE Headquarters, New Mexico and tribes, the position plans meetings, negotiates cooperative agreements, reviews performance, and provides guidance on safety,

• Experience leading large, multi-stakeholder programs.
• Ability to negotiate complex agreements and funding structures.
• Strong strategic planning and policy guidance skills.

Responsibilities

• Develop, implement, and manage the WIPP Institutional Program and cooperative agreements.
• Serve as primary liaison with New Mexico, corridor states, tribes, DOE offices, contractors, and public stakeholders.
• Plan, organize, facilitate, and participate in consultations, meetings, and public information exchanges.
• Review TRU waste management activities and ensure alignment with DOE policies and mission requirements.
• Identify and resolve complex issues affecting transportation and disposal systems; monitor contractor performance.
