Job summary

Stellarus seeks a Chief Information Officer to oversee technology strategy, engineering, and operations that support the partnership with Blue Shield of California. You will lead engineering managers and technology leaders responsible for delivering reliable, secure, and scalable services that enable business growth.

Qualifications

• Bachelor's degree or equivalent with 4 years of additional relevant experience.
• 12 years of experience in software engineering, technology operations and management.
• 6 years of people management experience with direct supervision of engineers and senior leaders.
• Experience leading multiple engineering teams with accountability for delivery and outcomes.
• Proven track record owning production systems end-to-end and improving reliability.
• Experience stabilizing and modernizing legacy systems in production environments.
• Strong understanding of cloud-native architectures, CI/CD, observability, and secure development.
• Ability to lead cross-functional execution with Product, Architecture, Security, Platform, and business stakeholders.
• Ability to balance strategic leadership with execution focus (delivery, team development, quality, risk).
• Master's degree preferred in related field.

Responsibilities

• Provide senior leadership across engineering delivery, platform operations, and technology services.
• Lead engineering managers and senior technical leaders responsible for solution delivery.
• Ensure production stability, service performance, and reliability across platforms.
• Partner with Product, Architecture, Security, Infrastructure and business leaders to improve execution and mitigate risk.
• Drive modernization and operational maturity within engineering and operations.
