Job summary

Blue Shield of California seeks a Stellarus Chief Information Officer to oversee technology strategy, engineering, and operations supporting strategic partnerships. The role reports to the Sr.

Director of Technology, Infrastructure & Stabilization, guiding delivery, production stability, and security across complex platforms. Hybrid in-office requirements apply, with leadership across engineering, platform operations, and security.

Qualifications

• Bachelor's degree or equivalent with 4 years of additional relevant experience in lieu of a degree
• 12 years of prior relevant experience in software engineering, technology operations and management
• 6 years of people management experience
• Experience leading multiple engineering teams and portfolios
• Proven track record of owning production systems end-to-end and improving reliability
• Experience stabilizing and modernizing legacy systems in production-critical environments
• Understanding of cloud-native architectures, CI/CD, observability, secure development
• Ability to lead cross-functional execution with Product, Architecture, Security and business stakeholders
• Balance strategic leadership with execution and risk management
• Experience with portfolio planning and resource tradeoffs
• Master's degree in related field preferred

Responsibilities

• Oversee engineering delivery, platform operations, and technology services aligned to business objectives
• Lead engineering managers and senior technical leaders responsible for solution delivery and production operations
• Drive modernization, reliability, and operational maturity across large-scale platforms
• Partner with Product, Architecture, Security, and business leaders to improve execution and manage risk
• Develop leaders at all levels and foster continuous learning and growth
