Job summary

Blue Shield of California seeks a Stellarus Chief Information Officer to oversee corporate technology strategy, engineering, and operations supporting the California partnership. Qualifications

• Bachelor’s degree or High School Diploma/GED with 4 years of relevant experience in lieu of a degree.
• 10 years in software engineering, technology operations and management or related tech roles.
• 6 years of people management supervising engineers and managers.
• Experience leading multiple engineering teams with delivery accountability.
• Proven track record of owning production systems end-to-end and improving reliability.
• Experience stabilizing and modernizing legacy systems in production-critical environments.
• Strong understanding of cloud-native, CI/CD, observability, and secure development.
• Ability to partner with Product, Architecture, Security, and business stakeholders.
• Experience balancing strategic leadership with execution and risk management.
• Excellent communication for senior and cross-functional audiences.

Responsibilities

• Provide senior leadership across engineering delivery, platform operations, and technology services.
• Lead engineering managers and technology leaders responsible for solution delivery and reliability.
• Ensure technology solutions are delivered with speed, quality, security, and operational excellence.
