Job summary

The New York City Department of Housing Preservation & Development (HPD) is seeking a dynamic Associate Commissioner of Administration to lead HPD’s human resources and general services functions. This senior role reports to the Executive Deputy Commissioner and shapes policies, strengthens operations, and drives an inclusive, high-performing workplace for HPD’s nearly 2,500 employees.

Qualifications

• Bachelor's degree and 4+ years of supervisory/administrative or consultative leadership experience in law, management of multiple dwellings, or related housing work.
• Experience administering government-subsidized housing programs or directing a related legal program.
• Proven ability to lead complex service delivery operations in government settings and drive organizational change.

Responsibilities

• Oversee Divisions of Human Resources and General Services to ensure cohesive strategies and operational excellence.
• Advise the Executive Deputy Commissioner on workforce strategy and organizational effectiveness.
• Coordinate with Office of Labor Relations and Investigations on bargaining, contract interpretation, and issue resolution.
• Lead staffing, headcount management, and recruitment planning to meet agency needs.
• Ensure HR practices comply with City, State, and Federal regulations and promote equity and transparency.
• Oversee facilities, space planning, and agency-wide administrative services across HPD locations.
• Manage agency fleet operations and logistical support services.
• Ensure readiness and continuity of operations during emergencies or major disruptions.
