Job summary

In-N-Out Burgers seeks a Director of Government & Legislative Affairs to lead the enterprise-wide government affairs program, currently relocating from Irvine, CA to Franklin, TN. This 100% in-office role reports to the EVP, Chief Legal & Business Officer and will shape the company’s public policy agenda.

The ideal candidate has a JD or related master’s degree, 10+ years in government/public policy, and a proven ability to manage external lobbying firms while advising senior leadership on

Qualifications

• Bachelor's degree in a relevant field is required.
• JD or relevant master's degree preferred.
• 10+ years of leadership experience in government or public policy.
• Experience managing external lobbying firms and consultants.
• Strong understanding of state and federal legislative processes.
• Ability to advise executive leadership on sensitive public policy matters.
• Excellent written, verbal, and executive communication skills.
• Proven relationship-building and stakeholder management abilities.
• Ability to handle highly confidential information with sound judgment.

Responsibilities

• Develop and execute the company's enterprise-wide government and legislative affairs strategy.
• Advise executive leadership on legislative developments, regulatory changes, and public policy issues.
• Build relationships with elected officials, government agencies, regulatory bodies, trade associations, and key external stakeholders.
• Oversee external lobbying firms, legislative consultants, and public policy advisors.
• Collaborate with Legal, Operations, HR, Communications, and Executive Leadership on policy initiatives.
• Prepare executive briefings, legislative analyses, and position papers.
• Develop proactive legislative strategies that advance and protect the company's long-term interests.
• Lead the day-to-day Government Affairs function.
