Position Summary

This role is responsible for managing the financial and administrative support processes for capital projects within the Division of Facilities. Monitors capital funding allocations, expenditures, resource distribution, and required documentation across the division. Partners with key stakeholders to evaluate and streamline administrative processes and establish consistent practices to support capital projects across Facilities teams. Oversees the procurement and administration of capital goods and services, office renovations, third-party project management, and other Facilities support contracts. Manages the capital reimbursable position request process, ensuring appropriate staffing levels to support the MTA Capital Program and accurate project charging.

Responsibilities
  • Facilities Management is seeking a candidate to manage the financial and administrative support processes for all capital projects in the Division of Facilities. This includes but not limited to the following:
  • Monitoring of capital funding allocation, expenditures, resource distribution, and documentation submittal division wide.
  • Accountable for the procurement and administration of capital goods/services, office renovation, external 3rd party project management and other facility support contracts.
  • Manage and oversee the capital reimbursable position request process for the Division of Facilities, ensuring that appropriate staffing is in place to support the MTA Capital Program and appropriate projects are charged.
  • Meet with key stakeholders to evaluate existing administrative processes and develop consistent streamlined internal processes supporting capital projects across all Facilities teams.
  • Assess and monitor charges to capital projects, manage capital job numbers, and prepare journal entries to correct mischarging.
  • Oversee contract development, draft contract provisions, track expenses and invoice processing.
Education And Experience
  • A bachelor’s degree from an accredited college or university in Finance, Accounting, Business, Engineering, Public Administration, Transportation, or a related field, and a minimum of eight (8) years of relevant experience, of which four (4) years must have been in a managerial or supervisory capacity; OR
  • A satisfactory equivalent combination of education and experience.

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
