POSITON SUMMARY:

This position is responsible for overseeing and developing scopes of work and estimates for maintenance contracts in support of the Department of Subways (DOS) operating divisions.Liaise with C&D on scope development for maintenance and support requirements for to be solicited and delivered as part of the CBTC projects. Work with DOS operating divisions personnel to develop expertise for scope writing and estimating and serve as the lead point on scope development and estimating for contracts, change orders and task orders that span across multiple divisions.Assist DOS divisions in reviewing contractual requirements, identifying and flagging scope deficiencies and working with the appropriate divisions to fill any gaps.Utilize best practices, estimating techniques and historical data for developing estimates and provide support for negotiation of contracts, change orders, and task orders.

RESPONSIBILITIES:
  • Work with C&D to develop maintenance scopes of work for inclusion in the solicitations of capitally procured assets and systems in order to secure life cycle support for such systems and to facilitate evaluation of the overall life cycle costing of the selected systems.
  • Utilize best practices estimating techniques, historical data, peer agency data, and any industry data to develop estimates for support contracts, contract modifications, and task orders for the maintenance and upkeeping of CBTC systems and other technology related contracts managed by DOS operating divisions.
  • Assist DOS divisions in reviewing contractual requirements to ensure consistency between the scopes of work and other contractual documents and flag any scope deficiencies.
  • Work with DOS operating divisions to develop expertise for scope writing and estimating while serving as the lead point on scope development and estimating for contracts, change orders and task orders that span across multiple divisions.
  • Coordinate with the operating divisions to gather scope requirements and determine sufficiency of scopes of work and technical specifications.
EDUCATION AND EXPERIENCE:
  • Baccalaureate from an accredited college inPublic Administration, Economics, Technical Writing, Project Management, Engineering, or an equivalent combination of education and experience.
  • 6 years of professional experience.
  • 3 years of Managerial/Supervisory Experience.
DESIRED SKILLS:
  • Experience in developing technical specifications, scopes of work, and in-house estimates.
  • Familiarity with technology-based systems.
  • Knowledge of estimating techniques and best practices.
  • Strong business acumen
  • Excellent communication and presentation skills.
  • Proven skills in managing highly motivated staff and effectively providing coordination across divisions.
  • Demonstrated experience in project management and IT system development.
