Job summary

RIVA Solutions, Inc. seeks a Deputy Program Manager – Program Manager IV to oversee ASPA Digital’s multi-workstream program in a Federal setting.

You will coordinate web operations, content delivery, and service desk activities while maintaining strong governance and performance metrics. You will engage with government stakeholders, product owners, and technical leads to drive delivery cadence, manage scope, and align execution with mission priorities, ensuring secure and accessible digital

Qualifications

• Bachelor's degree in a related field or equivalent practical experience.
• 10+ years of experience leading and managing IT or digital transformation projects.
• Experience managing requirements, scope, and stakeholder communications across concurrent initiatives.
• Experience in web, digital communications, service desk, or content-management environments with workflow improvements.
• Proficiency with Jira, Confluence, Trello, GitHub or similar tools.

Responsibilities

• Support operational oversight and day-to-day delivery across ASPA Digital workstreams.
• Develop project plans, manage requirements and scope, coordinate execution for initiatives.
• Coordinate activities across product owners, developers, scrum masters, and cross-functional teams.
• Support monthly and recurring program reporting—status, financials, staffing, delivery metrics.
• Help manage intake, workflow refinement, and operational processes for efficiency and transparency.
• Assist with transition planning and onboarding of workstreams into steady-state delivery.
• Develop and maintain program documentation and SOPs for governance and continuity.
• Communicate status, risks, and actions to Government and internal stakeholders.
