Job summary

RIVA Solutions, Inc. is hiring a Deputy Program Manager – Program Manager IV to oversee ASPA Digital’s digital delivery program.

You’ll coordinate cross-functional teams, manage scope, and ensure timely execution in a high-visibility federal environment. You will partner with government stakeholders, product owners, and technical leads to drive operational excellence, governance, and continuous improvement across multiple workstreams such as web operations, content delivery, and service desk

Qualifications

• Bachelor’s degree or equivalent practical experience.
• 10+ years of experience leading and managing IT or digital transformation programs.
• Experience coordinating requirements, scope, and delivery across multiple initiatives.
• Experience in web/digital services, content management, and workflow improvement.
• Proficiency with Jira, Confluence, Trello, GitHub, or similar tools.

Responsibilities

• Provide operational oversight across ASPA Digital workstreams, aligning activities with government priorities and schedules.
• Develop project plans, manage requirements and scope, and coordinate execution for new and existing initiatives.
• Coordinate work across product owners, developers, scrum masters, and other teams to align priorities and deliverables.
• Support monthly program reporting including status, financials, staffing updates, and metrics.
• Refine intake processes and workflows to improve transparency, efficiency, and responsiveness.
• Assist with transition planning and rapid adoption strategies for new websites, features, or processes.
