About PMCS Group:

PMCS Group is a leading provider of project management and consulting services. We are currently working with our client, Los Angeles Unified School District (LAUSD), to deliver exceptional planning and design management for K-12 educational facilities. We are seeking a Senior Design Manager (Planning) to lead and manage the design and planning of critical capital projects, ensuring that facilities meet the highest standards of functionality, safety, and educational requirements.

Required Experience:

  • 15+ years of full-time professional experience in facilities design or capital project planning, including design, contract administration, cost estimating, and scheduling activities.
  • At least 5 years of experience in the design, planning, and construction of K-12 educational facilities.
  • Strong experience in developing and coordinating project standards, guidelines, and space programs for educational facilities.

Required Education:

  • Bachelor’s degree in architecture, urban planning, or a related field.
  • Master’s degree in architecture preferred.
  • Continuing education or training specific to educational facilities planning is preferred.

Licenses and Certificates:

  • Certificate of Registration as an Architect by the California State Architectural Board or Professional Engineer by the State Board for Professional Engineers and Land Surveyors.

Key Responsibilities:

  • Develop, coordinate, and update LAUSD’s standards and guidelines, including Educational Specifications, School Design Guide, and space program templates.
  • Support leadership with prioritizing capital projects and programs using data-driven analysis, managing complicated prioritization methodologies, and preparing and presenting recommendations.
  • Collaborate with instructional staff, school sites, and architects to define facility attributes that will support and enhance the instructional programs.
  • Ensure that new and modernized facilities meet educational requirements and District standards.
  • Coordinate with the Furniture and Interiors Group to develop furniture and equipment solutions that meet educational needs.
  • Conduct post-occupancy assessments with instructional staff to determine necessary improvements to District standards.
  • Review and provide feedback on project design deliverables, ensuring alignment with education specifications and appropriate space planning.
  • Coordinate with California Department of Education (CDE) requirements and support the submittal process for CDE plan approval.
  • Lead the School Upgrade Program and critical repair projects, ensuring quality review, policy implementation, and coordination with the Division of State Architects (DSA).
  • Develop and implement processes for selecting the best architectural firms based on qualifications, performance standards, and project needs.
  • Provide clear direction to architects regarding goals, objectives, standards, site, schedule, and budget for each project.
  • Ensure all project steps are documented, meeting legal requirements and project standards.
  • Monitor design changes to ensure projects remain within budget.
  • Coordinate activities with various District branches and departments such as Environmental Health and Safety, Maintenance and Operations, and Local Districts.
